Colorado’s HB 22-1355 will help take the Centennial State to the next level in packaging and paper recycling

The EPR law in Colorado applies to all producers, with a few exceptions. It is designed to use producer funding through a state-selected Producer Responsibility Organization (PRO) to ensure recycling access to all single and multifamily households, as well as specific non-residential generators, with a goal of optimizing material recovery across the state.

Re-set and Innovate New Approaches to Packaging Materials

  • Statewide Collection List

    Materials will be vetted to be included – or excluded – in recycling collection services provided to households statewide.

  • Reuse and Refill Components

    The PRO’s implementation plan must include incentives to encourage design for reuse and refill.

  • Eco-modulation

    Fees on packaging will be modulated to discourage unrecyclable or disruptive designs and encourage packaging reduction and recycled content.

HB 22-1355 seeks to address a situation that is common to many states in the U.S., where lack of recycling access, modernized processing infrastructure, and robust education consigns most packaging and paper to landfills.
